Welcome! Here we'll build an Incident Command System focusing on the "PHYSIOLOGICAL" needs of the victim. Physiological needs include the need to get proper medical attention, clean up after the disaster, locate clean water and adequate food, find enough safe and secure shelters, and begin to rebuild the economic infrastructure. Stake holders include banks, credit unions, insurance companies and the business community. While here we adopt the Incident Command System to financial institutions and the insurance industry, this template can be used by any business entity: companies, corporations, partnerships or sole proprietorships.

The foundation of our “Pyramid Road to Recovery” is based on the work of psychologist Abraham Maslow (1908 – 1970) who, while I can’t claim him as a close friend, I can claim him as a fellow graduate from the University of Wisconsin. My real respect for Abraham Maslow comes from his life experiences and his focus on friends, family and his community. It is this same focus on our communities and country that unit us after a disaster like Katrina or crisis like 9-11.  

Maslow said, "unless you take care of a victims physiological needs first, don't expect them to care if they ever again have a place to belong or care about their future. Our goal is to take control, stabilize the situation, rescue victims from harms way, rebuild the economic infrastucture. Our Incident Command strategic action plan (SAP) includes one person taking command, assessment teams defining the nature and scope of the incident, rescuers moving victims out of harms way, cleaning up, and rebuilding the economic infrastructure. This SAP should be adopted by all financial institutions, insurance companies, businesses, and government agencies  responding to the disaster or terrorist attack.

When responding to victims after a disaster, first focus on their "Physiological" needs for medical attention, food, and shelter. Than reconnect them to their family, neighbors, church, veteran's organizations, business associations, social clubs, etc. Help them regain their "sense of belonging to to a stable, secure, and structured environment! Scenario #1:  It's a cold winter afternoon. You're driving home from work at campaign headquarters and you come upon a fender bender auto accident. You immediately put your vehicle flashers on, pull to the center lane to block traffic approaching from behind, and flash your bright lights to alert on-coming cars. Suddenly you hear screeching tires, an explosion, and see the hood of your vehicle blow away as a trailer passes you on the right followed by a tank truck on fire. No sooner does the smoke clear and a school bus plows into the pile followed by a HAZMAT semi on it's way to the chemical factory less than 1/4 mile away. It's now 4:30 p.m. and employees leaving the factory come running to offer assistance. Three squads have arrived, one stops a looter running across the field while the other two attempt put out the grass fire that's burning out of control. It's now 5 p.m. three suspected looters have been hauled off to jail, 12 people have been pronounced dead at the scene and an estimated 32 injured, some still at the scene, some waiting to evacuation helicopters, and some already in route to one of four hospitals.  
 
Scenario #2: It's a beautiful spring day. You're just back from a well deserved vacation over seas, well rested after a required weeks vacation from the plant after months of working overtime. Business has been good in the golf cart manufacturing industry as marketing has been cutting the margin on profits to discourage off shore competition. Thanks to property tax relief the economic future looks good as long as we can keep those carts rolling of the assembly line. 
 
Scenario #3: Elections are just around the corner. It's been a long and heated campaign replete with protests, boycotts, verbal insults, and bogus bomb threats. One last public event will bring our party candidates together for a last hurrah, public reception, short caucus and with luck the last buffet of the campaign. Like it or not, my wife and family will have to accompany me at least during the press conference. It's not that I dislike campaigning it's just that I'm burned out and my health has taken a beating. Blood pressure is up, nerves are shot, and now they think I'm diabetic.

So here goes, it's around the bend, past the high-rise, across the bridge, up third avenue so I can wave to the senior citizen's lining the block, past the school, and into the parking lot of the nightclub. I'm not sure what entrance they'll pick but I suspect the protesters will be ready to sling their last tomato or two. Last time I got off easy. Here we are. It's my lucky day, no one even knows we're here. Maybe I can catch a beer as we go through the bar. Last time some guy bought me one, than two, than, well let's just say it was one of my better stops.

OK, I guess it's my day. My main opponent was delayed. Someone siphoned the gas out of their limo. That's teach him to park on the street. Sure enough, the bar is packed, I'll sneak into the coat room for one last cigerett. Next time

 

 
Step #1: When disaster strikes, financial institutions (banks, credit unions, investment specialists) the insurance industry, and the business community focus on clean up, reclamation, and stabilizing the economic infra crews to stabilize the environment, followed by reconstruction crews to build shelters and food services to feed the refugees. Banks, credit unions, insurance companies, trade unions, and the business community focus on indemnifying victims and rebuilding the economy.
 
Step #2 The incident command at the belongingness level reconnects victims with their past and focuses on recreating a sense of social well-being. At this level, social groups, business associations, leagues, chapters, churches, organizations, affiliations, clubs, and societies known to have played an instrumental role in the victim's past put their arms around the victims to let them know they belong. Our road to recovery model uses the US military, specifically veteran's organizations such as the Veteran's of Foreign Wars (VFW) and business associations such as the American Society of Industrial Security International (ASIS International) as the model for the incident command responding to needs at this level. 
 
Finally, schools, colleges, universities, trade schools and all forms of continuing education programs focus on the victim's self esteem and the need to reach that level of self actualization that defines success within the victim's country and culture.
