 ACTION ALERT:
Briefing from first Responders - Hurricane Katrina:
RMLC faculty deployed to New Orleans report gangs had planned to systematically loot buildings and carry out reprisals after evaluations and before Katrina made landfall. Evidence indicates they were successful both in New Orleans and surrounding Parishes.

Hurricane Rita - Victim ACTION ALERT - Before Evacuating:

Before evacuating, place all valuable property inside burglary resistant containers, spin combinations, and set time locks to maximum holds. Create controllable crime scenes. Point surveillance cameras toward looter' targets such as safes, vaults, cash containers, and corridors leading to vital records storage areas, computer rooms, and valuable equipment. Locate surveillance system recording devices in locked rooms at the center of the building and above the anticipated flood line. shut off circuit breakers not needed for alarm systems to deprive burglars the power they'll need to run core drills. Turn off all lights and unplug electrical equipment.  Rich Woldt

Hurricane Rita - First Responder ACTION ALERT - Review the Incident Command System (ICS), How to set up your Staging Areas, and First Responder Protocols and Procedures:

Note to reader: White Papers are draft copies out for RMLC faculty review. They were written after Katrina hit to correct problems in first responder protocols and update Incident Commands on the Incident Command System. Refer to our ICS page for additional information.
